Alexander James Dallas (June 21, 1759 – January 16, 1817) was an American statesman who served as the U.S. Treasury Secretary under President James Madison. Pennsylvania Governor Thomas Mifflin named Dallas Secretary of the Commonwealth, a post he held from 1791 to 1801. Because Mifflin was an alcoholic, Dallas functioned as de facto governor for much of the late 1790s. Dallas helped found the Democratic-Republican party in Pennsylvania and advocated a strict construction of the new Constitution. In 1814 President James Madison commissioned Dallas to be the Secretary of the Treasury. Dallas immediately raised taxes and pushed for a national bank. He issued small bonds and took measures to control the circulation of specie. His efforts had considerable effect, helping to calm the nerves of a country racked by economic troubles. His Laws of Pennsylvania was published in 6 volumes, covering all Acts of the General Assembly of Pennsylvania between 1700 and 1802. (from Wikipedia and University of Pennsylvania) This is the first volume, beginning when William Penn was Governor of Pennsylvania. Each section of Acts is from a different year and lists the governor in office at that time. Very comprehensive and in very good condition for its age, excepting the missing parts to the first two pages of text. With an appendix and index.
